The 114th United States Congress commenced on January 3, 2015 and will end on January 3, 2017. Presently, the Republican party controls both houses of Congress. In 2015, Representative John Boehner (R-OH) was narrowly elected to a third term as Speaker of the House in 2015, but stepped down in 2016. He was replaced by Representative Paul Ryan (R-WI); Representative Nancy Pelosi (D-CA) continues to serve as the Minority Leader.

The 114th Congress has been called one of the most diverse sessions in United States History, with more female and minority elected officials serving in both houses of Congress. Still, there is a undeniable shortage of underrepresented groups in Congress—there were 91 women versus 383 men serving in the House. In addition, while 45 Blacks and 29 Latinos held office, they were outnumbered by 346 White officials. 3738 3940 41

Most recently, the United States Congress has requested that the Census Bureau reduce the budget for the 2020 decennial census. One proposed method of reduction is by cutting neighborhood canvassing efforts and focus on electronic-based data collection. 42 However, reducing canvassing poses detrimental risks to the accurate collection of racial and ethnic data and, consequently, on congressional representation and governmental benefits.

Table 5.7 (in Tables & Graphs subsection) illustrates the tightest congressional races that were won within a margin of 5%. Out of the twenty-seven races that were won within a 5% margin, six of the races involved congressional districts in California.
